1 Karyu_Endan • 3 yr. ago The Third Hokage's face discrepancies can be explained by age. Hiruzen was a lot younger when he became Third Hokage and his face on the mountain is at least in theory modeled on his younger self, not the old man approaching 70 we see in the present.

On top of which, Kishimoto himself changes the design as he changes the design of the characters.
