Perhaps a simple option to hide currently-worn items would solve this. Pretty sure that bone armor is considered metal. I think the trick to forcing dwarfs to equip bone armor instead of metal armor (if you have both) is to set the color to white. Worth a shot. Let us know if it works.

However, soon civillians haul their armor away to the general armor stockpile, rather than leaving it on armor stands. And, to make things worse, soldiers react to that with taking armor from general armor stockpile back to the barracks! It creates constant dull jobs of hauling things from A to B, and B to A, until the "off-duty" month passes.

You only need to use the T button to schedule or start training. After that, you should build a few rooms and put armor and weapon stands inside them. If you have no cassitierite, copper is definitely better than leather, unless you have a legendary leatherworker and no armour smith.
